Business Regulations & Services

Neath Port Talbot Council Borough Council offer a wide range of services to assist local businesses and for the benefit of the local economy.

The Council also has an obligation to enforce a number of regulations which businesses must work within. These regulations are to ensure the safety of their staff and local people, to maintain fair trading and protect the local environment.

Building Control

Building Control officers have an in-depth knowledge of building construction, a detailed understanding of the Building Regulations and how they are applied. It is their duty to ensure that the building work complies with the required legislation.

Business Rates

Business Rates are paid by most non-domestic properties. The main exceptions are farm buildings and land, churches, and public parks.

Business Rates are property based and are calculated by multiplying the property's rateable value by the rating multiplier (a rate in the pound). Rateable values are determined by the Valuation Officer (visit Rateable values for more information). Business rates may be reduced in certain circumstances, see Reductions to rates bills.

Business Support & Funding

The Business Services team based within the Council’s Economic Development Unit provides a range of help and advice available to people who want to start, expand or relocate their business to Neath Port Talbot. From various business events and seminars that provide relevant business information, details of vacant commercial and industrial property, loans and grants to support business development.

Business/Commercial Waste

Businesses have a legal duty to dispose of waste responsibly. More information can be found on the Duty of Care page. Businesses must use a registered waste carrier to dispose of their waste and have documents to demonstrate the arrangements they have in place for waste disposal.

The Council is available to offer advice and assistance with the disposal of your waste with a range of wheeled bins available for commercial waste collection and recycling which now includes glass, cans and cardboard.

Commercial Property Grant

The Commercial Property Grant is aimed at encouraging high standard physical improvements to buildings in commercial areas throughout the county borough, including the centres covered by Communities First status.

Neath Port Talbot’s Environmental Health and Trading Standards Department provides a full range of services to residents and businesses within the county borough. Our services are aimed at making Neath Port Talbot a clean, healthy, and safe place to live, work and run a business.

The European & External Funding team forms part of the Economic Development Unit and offers a comprehensive service both within the Authority and to external bodies. With access to up-to-date information sources, European Regulations and Legislation that might affect your business, The team also has experienced officers to guide you through the minefield of European Funding, giving you help in developing projects.

Highways/Transport and Streets

Neath Port Talbot has a network of 804km of highway. To ensure the network functions efficiently throughout the year maintenance is undertaken on the various components of the highway which includes carriageways, footways, verges, drainage systems, structures, lighting, signs and road markings.

Planning

The Council’s Planning Department is responsible for regulating the development of land and buildings. Planning permission may be required before a business can begin operating and will be needed if you change the primary use of a building or develop a new site.

In order to aid the Planning Application process, Neath Port Talbot Planning Services have split the Borough between three separate teams – North, Central and South.
