The Western Bay Safeguarding Adults Board (WBSAB) was established to promote, inform and support multi agency safeguarding adults work across Bridgend, Neath Port Talbot and Swansea.
We aim to safeguard and protect adults at risk so that they live a life free from abuse and neglect.
The WBSAB believe that all Vulnerable Adults/Adults at Risk should:
- Have the best possible life, free from abuse, neglect, victimisation and exploitation
- Be treated with respect and have their race and cultural identity recognised
- Have a safe home and community that supports physical and emotional wellbeing
- Not be disadvantaged by poverty
Safeguarding adults means helping adults at risk who need support from community care services to keep their independence, remain safe and exercise choice in their life.
The WBSABs has 4 Sub Groups:
1. Joint Strategic Training Group (Childrens and Adults)
2. Quality Monitoring and Review Sub Group
3. Policy and Practice Sub Group
4. Escalating Concerns Sub Group
The WBSAB works in partnership with statutory, voluntary and independent agencies in across the 3 Local Authority areas to implement the Wales Interim Policy and Procedures for the Protection of Vulnerable Adults from abuse neglect and inappropriate care. This policy guides the safeguarding work of all those concerned with the welfare of vulnerable adults employed in the statutory, third (voluntary) and private sectors, in health, social care, the police and other services.
The original policy was developed as a result of Welsh Government (WG) guidance, 'In Safe Hands' (2000). The interagency policy was revised and re-launched in March 2005. In November 2010, this changed to the "Wales Interim Policy and Procedures for the Protection of Vulnerable Adults from Abuse', which was updated in December 2012
Current proposals outlined in the Social Services and Wellbeing (Wales) Act 2014 look to make provisions for a statutory basis for adult protection, for stronger national direction and to establish clearer links between child and adult protection. The Western Bay Safeguarding Adults Board works closely with the Western Bay Safeguarding Children Board on safeguarding arrangements.
